Located in the heart of Southern Dallas, Judge Charles R. Rose Community Park is a transformative, community-driven green space that reclaims a long-vacant site to serve the Highland Hills neighborhood. Though this area contains some of the city's most scenic landscapes, only 54% of residents have access to a park within a 10-minute walk—well below the citywide average of 73%. Once open, the 40-acre site will serve more than 4,000 nearby residents and students, offering walking trails, a playground, shaded gathering areas, an event pavilion, and an outdoor classroom—all shaped through extensive local engagement. In addition to providing recreational amenities, the park preserves and restores a remnant of Blackland Prairie, reintroducing native vegetation to create habitats for wildlife and pollinators, sequester carbon, and mitigate flooding—all while offering a serene natural retreat within city limits. Named in honor of a longtime justice of the peace and civic leader, the park is a living tribute to public service and a key link in the Five Mile Creek Greenbelt, a broader initiative connecting parks and trails across the region.
The Projects Group was engaged as Owner’s Representative and Project Manager to help shepherd this complex, multi-stakeholder effort through construction. TPG oversaw schedule, budget, and consultant team coordination during construction and close-out. With a deep understanding of community-centered public space, our team helped facilitate inclusive decision-making, balance technical requirements with neighborhood goals, and ensure that the built outcome reflected the shared vision for a welcoming, functional, and sustainable park.
